Reimpose a temporary rider on retail electric distribution service rates charged by all utilities: 10 cents/month for residential customers, 25 cents/month for commercial customers, and 50 cents/month for industrial customers, effective upon passage through January 1, 2025.

Establish the Advanced Energy Fund to receive revenues from the new rider and program repayments, which funds the Advanced Energy Program administered by the Director of Development for advanced energy projects and economic development assistance.

Require electric distribution utilities to remit collected rider revenues and program repayment revenues to the Director of Development on a quarterly basis within 30 days of each calendar quarter.

Direct the Director of Development to determine grant amounts based on market price of energy and advice from the Public Benefits Advisory Board, with grant amounts decreasing annually to fund an increasing number of grants.

Expand the Public Benefits Advisory Board's duties to include advising on Advanced Energy Program administration and grant award levels, including holding public hearings on these matters.
