Amends Ohio Revised Code section 3313.666 to require school anti-bullying policies prohibit harassment, intimidation, or bullying based on any actual or perceived student trait or characteristic.

Defines "trait or characteristic" to include age, color, creed, national origin, race, religion, marital status, gender, sexual orientation, gender identity, physical attributes, ability/disability, ancestry, political party preference, political belief, socioeconomic status, and familial status.

Requires school boards to develop anti-bullying policies in consultation with parents, employees, volunteers, students, and community members, including procedures for reporting, documenting, investigating, and responding to incidents.

Mandates school personnel report prohibited incidents to the principal, requires parent/guardian notification, and establishes discipline procedures for students found guilty of harassment, intimidation, or bullying.

Provides individual immunity from civil liability for employees, students, and volunteers who report incidents promptly in good faith and in compliance with policy procedures.
