Repeals section 951.01 and amends sections 951.02, 951.10, 951.11, 951.12, 951.13, 951.99, and 971.18 of the Revised Code regarding liability for animals running at large.

Expands the list of regulated animals to include bison, llamas, and alpacas in addition to horses, mules, cattle, sheep, goats, swine, and geese.

Changes liability standard from strict liability to negligence, requiring owners or keepers to have negligently permitted animals to run at large to be liable for damages to person or property.

Establishes that an animal running at large is prima-facie evidence of negligent permission in civil damage actions under section 951.10(B).

Increases criminal penalty from unspecified to reckless violation of section 951.02, making it a misdemeanor of the fourth degree.
