Renames three divisions in the Department of Agriculture: Division of Animal Industry becomes Division of Animal Health, Division of Plant Industry becomes Division of Plant Health, and Division of Consumer Analytical Laboratory becomes Division of Consumer Protection Laboratory.

Creates a new Division of Livestock Environmental Permitting in the Department of Agriculture to handle environmental permitting matters related to concentrated animal feeding facilities.

Modifies permit application requirements for concentrated animal feeding facilities to separately address county and township infrastructure notification procedures, allowing applicants to file notarized affidavits if boards fail to provide written statements within 75 days.

Expands amusement ride safety exemptions to include rock climbing walls, zip lines, mechanical bulls, and other devices not intended to secure riders from physical danger, and clarifies that advisory council members may serve indefinitely after term expiration until successors take office.

Updates agricultural regulations including horse tail docking allowances for veterinary-performed preventive measures, new exemptions for commercial feed definitions, eliminates financial responsibility requirements for poultry dealers/brokers, and adds alkaline hydrolysis as an approved animal disposal method.
