Adds new division (D) to Ohio Revised Code Section 5120.03 requiring General Assembly approval before any state correctional facility or its real property can be sold or transferred.

Mandates that any authorizing act must include a detailed description of the facility and property, an express description of the consideration, and all other terms and conditions of the sale.

Prohibits sale or transfer of state correctional facilities to any person without legislative authorization, effective 180 days after the amendment's effective date.

Maintains existing provisions allowing the Director of Rehabilitation and Correction to change institutional purposes and contract for private operation of facilities under state supervision.
