Adopts the Adult Guardianship and Protective Proceedings Jurisdiction Act, establishing jurisdiction rules for probate courts in multi-state guardianship and protective proceedings involving adults.

Grants Ohio probate courts jurisdiction to appoint guardians or issue protective orders when the respondent's home state is Ohio, when Ohio has significant connections to the respondent, or in emergency situations where immediate action is required.

Establishes procedures for transferring guardianships between states, including requirements for provisional orders, hearings, and notice to interested parties.

Allows probate courts to communicate and cooperate with courts in other states, including requesting evidentiary hearings, evaluations, and witness testimony to support guardianship proceedings.

Adds definition of "financial harm" to protect vulnerable individuals from unlawful control of property through deception, threat, intimidation, fraud, or undue influence, and authorizes emergency asset freezes for missing individuals.
