Amends section 4501.21 to add section 4503.514 to the list of special license plates whose contributions are deposited into the license plate contribution fund.

Creates "Ohio Legislative Black Caucus Foundation" license plates available to owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes.

Requires a $15 contribution per application and registration renewal, plus a $10 additional fee to compensate the Bureau of Motor Vehicles, with the $15 contribution deposited into the license plate contribution fund.

Directs the Ohio Legislative Black Caucus Foundation to use contributions to fund scholarships for students attending Central State University or Wilberforce University.

License plates must display the foundation's approved logo and words, along with county identification stickers.
