Establishes new licensure requirements for genetic counselors under Chapter 4778 of the Revised Code, including master's degree from accredited program, certification as genetic counselor, and biennial renewal with 30 hours of continuing education.

Creates "visiting clinical professional development certificate" for international medical graduates with 5+ years of practice experience to participate in clinical training programs at Ohio medical schools and teaching hospitals under direct faculty supervision.

Modifies "visiting medical faculty certificate" (renamed "clinical research faculty certificate") to allow renewal for unlimited three-year periods, with requirement of 150 hours of continuing medical education for renewal.

Expands State Medical Board authority to regulate genetic counselors, including disciplinary actions, supervised practice licenses for candidates, special activity licenses for rare disease counseling, and investigation powers.

Amends existing sections governing the State Medical Board to update references and expand administrative fund usage to include regulation of genetic counselors under new Chapter 4778.
