Sub. H.B. 298 Summary

• Establishes a prioritized funding distribution system for family planning services from the Maternal and Child Health Block Grant (Title V) and Title X of the Public Health Service Act administered by the Department of Health.

• Gives foremost priority to public entities operated by state, county, or local government entities that provide or can provide family planning services.

• Allocates remaining available funds to nonpublic entities in descending priority order: federally qualified health centers/look-alikes and community action agencies first, then entities providing comprehensive primary and preventive care alongside family planning services, then entities providing only family planning services.

• Creates identical funding priority requirements for family planning services distributed by the Department of Job and Family Services through Title XX (Social Services Block Grant) and Title IV-A (Temporary Assistance for Needy Families) federal funds.

• Exempts medicaid program funds and grants awarded under section 3701.046 from these prioritization requirements.
