Amends Ohio Revised Code section 4511.53 to prohibit motorcycle handlebars from rising higher than the operator's shoulders when the operator is seated in the seat or saddle.

Replaces the previous standard that limited handlebars to 15 inches above the seat with a new measurement based on the operator's shoulder height.

Makes technical corrections including changing "handle bars" to "handlebars" and restructuring language about carrying passengers and motorcycle equipment.

Maintains existing requirements for protective eyewear, helmets for riders under 18 and novice operators, and restrictions on temporary permit holders regarding nighttime operation, passengers, and limited access highways.

Establishes penalties ranging from minor misdemeanor to misdemeanor of the third degree depending on prior traffic offense convictions within one year.
