Enacts section 124.395 of the Revised Code to impose a temporary hiring freeze on all state agencies until a 10 percent reduction in the combined state workforce is achieved.

Requires vacancies and newly created positions to be filled first by existing employees within the same state agency, then by existing employees from other state agencies if no suitable internal candidate is found.

Requires written authorization from the governor before hiring anyone from outside the state workforce or creating any new positions during the hiring freeze period.

Mandates the director of administrative services to issue quarterly reports to the House speaker, Senate president, and governor tracking progress toward the 10 percent workforce reduction goal.

Automatically terminates all hiring freeze requirements once the 10 percent workforce reduction is achieved, as verified by the department of administrative services.
