Changes the process for journalists to access concealed handgun license records from a simple written request to sheriffs to requiring a complaint filed in a court of common pleas requesting judicial authorization.

Requires journalists filing complaints to include their name, title, employer information, and a statement that disclosure would be in the public interest.

Mandates courts schedule hearings within 14 business days of complaint filing, with public notice published at least three times in local newspapers, and requires the journalist to pay all publication costs.

Permits courts to authorize journalists to view licensee names, county of residence, and dates of birth for persons who received, renewed, or had suspended/revoked concealed handgun licenses, but prohibits journalists from copying this information.

Establishes a right of appeal to the court of appeals if a court denies a journalist's request to access the information.
