Creates the Cybersecurity, Education, and Economic Development Council with members appointed by the governor, speaker of the house, and president of the senate, including representatives from state agencies, higher education institutions, businesses, and nonprofit organizations with cybersecurity expertise.

Establishes two-year terms for all council members, who serve without compensation unless council service is part of their regular employment duties.

Requires the council to elect a non-voting chairperson and meet at least quarterly, with a majority of voting members constituting a quorum.

Directs the council to study and recommend improvements to state cybersecurity infrastructure through government, business, and education partnerships, and to identify actions that would accelerate growth of the cybersecurity industry in Ohio.

Requires the council to submit findings and recommendations to the governor, lieutenant governor, legislative leaders, and relevant committee chairpersons no later than December 31, 2012.
