Establishes a license plate contribution fund to collect voluntary contributions from vehicle registrants who purchase special license plates, with funds distributed to designated charities and organizations based on plate type.

Creates new special license plate categories: Ohio Legislative Black Caucus Foundation (with $15 contribution), Massillon Tiger Football Booster Club ($25 contribution), United States Power Squadron ($15 contribution), Combat Action Ribbon/Badge (no contribution required), Military Sacrifice (no contribution required), Birthplace of Superman (no contribution required), and Nationwide Children's Hospital ($25 contribution).

Directs contributions from each special plate type to designated recipients: Black Caucus Foundation scholarships, Massillon football support, power squadron boating education, Nationwide Children's Hospital Foundation, and others as specified.

Imposes a $10 administrative fee to the Bureau of Motor Vehicles for processing specialty plates requiring design approval, with fees deposited to the state motor vehicles fund.

Authorizes the registrar to issue license plates with distinctive logos, markings, and county identification stickers upon application and payment of required taxes, fees, and contributions.
