Enacts section 9.27 of the Revised Code to establish requirements for state privatization agreements involving facility operation, service provision, property transfer, or asset management.

Requires any privatization agreement to meet both of the following: the private entity must be located and have its principal place of business in Ohio, and the agreement cannot result in transferring jobs or employment opportunities outside the state.

Defines "privatization agreement" as any contract authorized under sections 9.06, 126.60 to 126.605, Chapter 4313, or other statutes that involve operating state facilities, providing traditionally state-provided services, or selling/leasing state property and assets.

Voids any privatization agreement that fails to meet the requirements established in the section.
