Establishes the Ohio International Initiative to promote Ohio's economy, diplomacy, and business interests globally and increase Ohio businesses' access to international markets.

Creates the Global Initiative on International Relations within the General Assembly with at least 20 members called "Ohio ambassadors" appointed by the Speaker of the House and President of the Senate from relevant committees; ambassadors serve without pay but may be reimbursed for expenses.

Creates the SellOhio Global Initiative within the Department of Development to help Ohio businesses enter or expand in foreign markets, with the director certifying "Ohio business consulates" as qualified advisors for international business activities.

Directs the Ohio International Initiative to pursue seven goals including facilitating port logistics, enhancing Ohio's top 25 industries, promoting reciprocal trade, holding annual receptions in Washington D.C., attracting foreign investment, and promoting educational exchange.

Appropriates $2,000,000 from fiscal year 2012 General Revenue Fund to support the SellOhio Global Initiative; directs the director of development to publish an international trade booklet listing Ohio businesses as potential international suppliers.
