Establishes requirements for contract carriers that transport on-duty railroad employees within Ohio and from Ohio to other states, including adequate seating, heating, and direct communication capability with the railroad company.

Requires drivers to have valid driver's licenses, undergo alcohol and drug screening per federal standards (49 C.F.R. part 40), and pass criminal records checks; also mandates completed employment applications and annual driving record reviews.

Limits driver hours to 10 hours on-duty following 8 consecutive hours off duty, and prohibits driving after 60 hours in 7 consecutive days (or 70 hours in 8 consecutive days if operating daily).

Requires daily vehicle inspections with completion of checklists retained for 90 days, manufacturer-recommended maintenance with records kept for 18 months, and 6-month time records documenting driver duty hours.

Mandates minimum insurance coverage of $5 million for vehicles designed to carry 16+ passengers and $1.5 million for vehicles designed to carry 15 or fewer passengers; violations subject to penalties under section 4923.99.
