HB 370 Summary

• Amends the New Community Authority Law (Chapter 349 of the Revised Code) to make definitions and requirements permanent that were previously temporary (set to expire January 1, 2012)

• Expands eligible community development activities to include health care facilities and off-street parking, and allows activities to benefit residents, employees, and business operators in addition to residents only

• Modifies "proximate city" definition to include townships in joint economic development districts where more than half of a proposed district is located

• Changes property dissolution provisions to allow vesting in townships (subject to board acceptance) in addition to counties and municipalities, with distribution methods specified in dissolution resolutions

• Makes technical corrections including grammar changes and clarifications to board governance procedures and trustee selection methods
