Permits water-works and sewage disposal system companies to propose adjustments to revenues and expenses for changes reasonably expected to occur during or after the test period, which the commission may incorporate if determined to be just and reasonable.

Extends the termination date for infrastructure improvement surcharges from December 31, 2014 to December 31, 2025, and modifies the allowable surcharge percentages to three percent for sewage disposal system companies and four and one quarter percent for waterworks companies.

Expands eligible infrastructure improvements under surcharge programs to include replacement of existing plant and equipment (such as chemical feed systems, filters, pumps, and meters) and main extensions that eliminate documented health or safety issues, removing the previous requirement that improvements be part of a replacement project for an existing facility.

Changes the mechanism for rate increases taking effect during commission proceedings from an "undertaking" to a "bond or letter of credit" with an attached affidavit signed by utility officers, and eliminates the utility's refund obligation for amounts collected after 545 days from application filing.

Adds natural gas, water-works, and sewage disposal system companies to existing provisions regarding projected valuations, property reports, and rate-adjustment procedures previously applicable only to natural gas companies.
