Amends section 5101.60 of the Revised Code to expand the definition of "exploitation" under adult protective services law to include unlawful or improper acts by any person, not just caretakers.

Changes the definition of "exploitation" from acts committed only by a caretaker to acts committed by "a caretaker or any other person" using an adult or their resources for monetary or personal benefit, profit, or gain.

Applies to adults age 60 or older residing in independent living arrangements who are handicapped by infirmities of aging or have physical or mental impairments preventing self-care.

Repeals the existing section 5101.60 and replaces it with the amended version containing the expanded exploitation definition.
