Renames "certificates recognizing the delivery of a stillborn infant" to "certificates of birth resulting in stillbirth" in Ohio Revised Code sections 3705.20 and 3705.23.

Allows parents to request reissuance of previously issued stillborn certificates under the new name "certificate of birth resulting in stillbirth."

Requires local registrars to inform parents of fetal deaths at 20+ weeks gestation about the option to apply for a certificate of birth resulting in stillbirth and explain the filing process.

Maintains existing provisions that these certificates are issued at no fee and do not constitute proof of live birth for tax purposes.

Updates terminology throughout vital statistics registration procedures to reflect the new certificate name while preserving all other regulatory requirements and procedures.
