Increases the speed limit on interstate freeways from 65 mph to 70 mph for all vehicles by amending division (B)(14) of section 4511.21 of the Revised Code.

Adds a new violation provision in division (D)(7) making it unlawful to exceed 70 mph on freeways governed by the new 70 mph speed limit.

Removes previous restrictions limiting the 65 mph speed limit to vehicles over 8,000 pounds empty weight and noncommercial buses, making the new 70 mph limit apply uniformly to all motor vehicles.

Updates related statutory sections to reflect the new speed limit, including provisions for charging violations and court procedures.

Maintains all other existing speed limit provisions for school zones, municipal corporations, highways, and other road classifications.
