Eliminates the financial responsibility random verification program that allowed the Bureau of Motor Vehicles to randomly select vehicle owners and request proof of financial responsibility.

Removes the requirement that persons verify financial responsibility under "any" circumstance and replaces it with "either" of two specific circumstances: involvement in a traffic accident requiring a report or receipt of a traffic ticket for failure to produce proof when requested by law enforcement.

Removes the affirmative defense to operating under suspension charges when the suspension resulted from failure to respond to a random financial responsibility verification request.

Eliminates provisions allowing peace officers to issue citations for violations of section 4510.16 based solely on failure to respond to random verification requests.

Repeals Section 3 of Am. Sub. S.B. 20 of the 120th General Assembly and its subsequent amendments, which originally established the random verification program.
