Adds a new category (Division D) for metropolitan housing authority districts in counties with populations between 700,000 and 900,000, creating a 7-member board with appointments from probate court, court of common pleas, board of county commissioners, the mayor of the most populous city (2 members, subject to city council approval), township association, and municipal league.

Requires at least one member appointed by the mayor of the most populous city to be a resident of a housing unit owned or managed by the authority, with provisions for resident recommendations from elected representative bodies of authority residents.

Designates the municipal league nominee to represent a city substantially impacted by subsidized housing (defined as being in the top one-third of cities within the county by percentage of subsidized housing units) and excludes them from the most populous city.

Establishes staggered initial appointment terms ranging from one to five years for the new Division D category, with all subsequent appointments serving five-year terms, and vacancies filled by the original appointing authority.

Renumbers existing divisions (E and F become F and G, with former division E subsections becoming H and I) to accommodate the new Division D provisions.
