Establishes the "Compassionate Assistance for Rape Emergencies Act" requiring hospitals with emergency services to provide 24-hour availability of qualified medical professionals for examination of sexual assault victims and evidence gathering.

Mandates hospitals provide female victims of child-bearing age with medically accurate information about emergency contraception in written and oral formats, and promptly offer emergency contraception if accepted by the victim.

Requires hospitals to conduct sexually transmitted infection risk assessments for all sexual assault victims and provide counseling on treatment options, including infections for which prophylactic treatment is recommended by the Centers for Disease Control and Prevention.

Obligates hospitals to provide all sexual assault victims with counseling on follow-up medical and mental health care before discharge, including information on local organizations and providers offering continued support services.

Allows minors to consent to all services without parental permission, creates an enforcement mechanism through the Department of Health with civil penalties of at least $10,000 per violation, and permits injunctive relief for repeat violations.
