Allows concealed carry licensees to possess handguns in motor vehicles parked in the State Underground Parking Garage operated by the Capitol Square Review and Advisory Board without restriction.

Permits concealed carry licensees to store or leave handguns in locked motor vehicles parked in any parking garage or lot owned and operated by the Ohio Building Authority.

Extends handgun storage rights to concealed carry licensees at parking facilities that are all or part of state government facilities, provided the person has a valid concealed carry license and legal transportation to the location.

Prohibits the Capitol Square Review and Advisory Board and Ohio Building Authority from adopting rules or policies that restrict these handgun possession and storage rights for licensed individuals.

Nullifies any existing rules or policies adopted before the amendment that prohibited handguns in these locations, making them unenforceable against concealed carry licensees effective upon the bill's enactment.
