Establishes a formal appeal process allowing individuals issued a letter of admonishment by the State Board of Education to request a hearing within 30 days of issuance.

Creates a three-member hearing panel consisting of the Superintendent of Public Instruction (or designee), the Director of the Department's Office of Educator Licensure (or designee), and the Chairperson of the Educator Standards Board (or designee).

Requires the Department of Education to schedule hearings within 60 days of request, where the Office of Professional Conduct presents findings and the affected person may present information and be represented by counsel.

Mandates the panel issue a written recommendation within 60 days of the hearing for the State Board to uphold or rescind the letter by majority vote; if rescinded, the letter is removed from the person's disciplinary record and the decision is final and non-appealable.

Makes all documents and records from hearings public records and establishes that this appeal process is the exclusive method for challenging letters of admonishment, excluding Chapter 119 administrative appeals procedures.
