Establishes a pilot program limited to Montgomery County school districts allowing them to operate for-profit activities approved by majority board vote, including technology development/licensing, consulting services, merchandise sales, and facility rentals.

Designates for-profit activities as a proper school purpose, permitting boards to allocate district funds, property, and personnel without substantially interfering with student education.

Employees working solely or partially for approved for-profit activities serve at board pleasure, are not considered public employees under labor law, and provisions override conflicting collective bargaining agreements.

All profits from for-profit activities must be placed in the general fund or reinvested in the activity; revenue does not affect state education aid calculations or the district's tax levying authority.

Requires the superintendent of public instruction to evaluate the pilot program within three years and submit legislative recommendations regarding benefits, burdens, and whether to continue, expand, or reduce the program.
