Creates an "Economic Gardening Technical Assistance Pilot Program" in the Department of Development to provide technical assistance to eligible businesses in Ohio.

Defines eligible businesses as for-profit entities with 6-99 employees, $750,000-$25 million in annual revenue, located in Ohio for at least two years, and demonstrating increased employees and gross revenue in at least three of the five preceding years.

Director of Development must provide technical assistance including market intelligence, business databases, geographic information systems, search engine marketing, and peer-based learning sessions to participating businesses.

Requires participating businesses to enter into agreements obligating them to attend meetings, report job creation data, and provide financial data as prescribed by the director.

Appropriates $250,000 from the General Revenue Fund for fiscal years 2012 and 2013, with the pilot program automatically repealing two years after the effective date; requires the director to submit a progress report within one year of the program's effective date.
