Director of Transportation must establish a business logo sign program for placement on state directional signs along divided, multi-lane, limited access highways in rural and urban areas, in accordance with federal law 23 U.S.C.A. 109(d), 131(f), and 315.

Director must establish and may revise program fees by rule adopted under Chapter 119 of the Revised Code, with all direct and indirect costs including capital, signs, installation, repair, engineering, insurance, and administration fully paid by participating businesses.

Revenue from participating businesses exceeding direct and indirect costs plus reasonable contractor profit must be remitted to the department.

Director may contract with private entities to operate, maintain, or market the program, allowing for reasonable profit by the contractor, with selection based on skill, expertise, prior experience, and qualifications.

Program cannot condition participation on businesses limiting or discontinuing their own advertising, and must permit motor vehicle fuel sellers to display alternative fuel symbols on signs if they actually sell that fuel.
