Establishes that "protection services" are notification centers that must have registered with the Secretary of State and Public Utilities Commission by March 14, 1989, and expands the definition of underground utility facilities to include synthetic or liquified natural gas and propane gas.

Requires utilities fully participating in protection services to also participate in affiliated positive response systems, while limited basis participants must directly communicate to excavators about conflicts between existing facilities and proposed excavation sites.

Modifies notification and marking timelines for excavators and utilities, allowing 2-10 working days (instead of 2 days) for pre-excavation notice and changing marking requirements to include tolerance zones (facility width plus 18 inches on each side) rather than approximate locations only.

Adds new requirements for trenchless excavation methods, requiring nondestructive exposure of underground utility facilities at crossing points and every 100 feet for parallel facilities, with proper clearances maintained.

Permits utilities to provide either physical markings or digital/paper scale drawings showing facility locations as an alternative method of notifying developers and excavators, and establishes that excavators need not premark excavation sites under certain conditions including on-site preconstruction meetings and emergency situations.
