Joint conventions of the General Assembly for hearing the Governor's annual message on the condition of the state must be held in the Hall of the House of Representatives and cannot be held elsewhere by joint resolution.

The Governor is authorized to deliver the annual message on the condition of the state via electronic media from any location in the state, rather than appearing in person at the convention.

Joint conventions must be held in the Hall of the House of Representatives unless otherwise ordered by joint resolution for purposes other than the Governor's annual message.

During joint conventions, each house remains in session as a separate branch and must act separately, with no question carried except by concurrent action of both houses.

Either house may dissolve a joint convention by majority vote, and conventions may recess or adjourn without affecting the individual houses' ability to conduct business.
