Requires boards of trustees at state institutions of higher education to adopt or develop a program of in-service training in child abuse prevention, violence, substance abuse prevention, and positive youth development.

Mandates employees at public institutions of higher education who work with children complete at least four hours of training within 30 days of the bill's effective date or within 30 days of commencing employment, whichever is later, and every two years thereafter.

Requires students enrolled at state institutions of higher education who work with children as part of coursework or employment to complete the same training program before beginning such activities and every two years thereafter.

Allows institutions to adopt curriculum developed by the Department of Education or develop their own training in consultation with public or private agencies involved in child abuse prevention or intervention programs.
