Amends section 101.15 of the Revised Code to define "caucus," "committee," and "meeting" as they apply to legislative committees in the General Assembly.

Enacts new section 101.16 requiring all written testimony submitted to a legislative committee be posted on the General Assembly's website within 10 business days after the committee meeting.

Committee secretaries must submit testimony to the Senate or House clerk within 5 business days after the meeting for upload to the website.

Maintains existing open meeting requirements for all legislative committees, with exceptions for joint legislative ethics committee meetings and caucus meetings held under specified circumstances.

Preserves enforcement mechanisms including injunctions, civil forfeitures of $500, court costs, attorney's fees, and potential removal from office for committee members who knowingly violate open meeting requirements.
