Amends section 123.01 to revise lease-purchase and lease-leaseback agreement authority for the Department of Administrative Services, including provisions for 40-year maximum lease periods and requirements for plans detailing construction costs.

Enacts new sections 123.24 and 123.25 authorizing the Office of the State Architect and Engineer to enter into lease-purchase agreements for state buildings and lease-leaseback agreements for state-owned property, with up to 30-year lease terms.

Enacts section 123.51 authorizing the state to enter into sale and leaseback agreements for state-owned buildings, requiring the lessor to make improvements including renovations, energy conservation measures, and functionality enhancements.

Enacts section 307.093 granting county commissioners authority to enter into sale and leaseback agreements for county-owned buildings under similar terms as state agreements.

Amends section 3709.34 to establish a phased reduction in county commissioners' obligation to provide office space and utilities to county health boards, phasing out completely by fiscal year 2018, with options for voluntary continuation or contracted services thereafter.
