Increases the population threshold for municipalities to establish a mayor's court from more than 100 to more than 1,000 residents, except for municipalities located on Lake Erie islands which remain eligible regardless of population.

Removes specific exemptions for Georgetown in Brown County and Mount Gilead in Morrow County from mayor's court jurisdiction requirements.

Maintains Batavia in Clermont County as an exemption from the population threshold requirement.

Effective upon passage, terminates the jurisdiction of mayors in municipalities with populations of 1,000 or less (except Lake Erie island municipalities) and transfers all pending cases to appropriate municipal, county, or common pleas courts.

Requires mayors to transfer all case records, documents, bonds, exhibits, and files related to pending prosecutions to the receiving court upon the bill's effective date.
