Allows persons awarded the Combat Action Ribbon to apply to the registrar of motor vehicles for special license plates on passenger cars, noncommercial motor vehicles, recreational vehicles, or other approved vehicle classes.

Applicants must submit documentary evidence of the Combat Action Ribbon award and may combine the application with a request for a special reserved license plate under existing law.

License plates must be inscribed with "combat action ribbon" and bear a reproduction of the combat action ribbon, along with county identification stickers.

Issuance requires payment of regular license taxes, local motor vehicle license taxes, and any applicable additional fees, with the same requirements as standard vehicle registration.

Prohibits non-recipients from falsely representing themselves as Combat Action Ribbon recipients to obtain these plates and prohibits ineligible persons from owning vehicles bearing these plates.
