Specifies that only licensed hearing aid dealers, hearing aid fitters, physicians, and audiologists are permitted to recommend or fit hearing aids.

Requires individuals authorized to sell and distribute hearing aids to maintain a regular place of business located within Ohio.

Prohibits all individuals from selling or distributing hearing aids through the mail to consumers without a prior in-person evaluation, except for returning repaired hearing aids to their owners.

Requires hearing aid dealers, fitters, physicians, and audiologists to provide consumers a 30-day return period for refunds, with refunds due within 15 days of return, less reasonable expenses or repair costs.

Establishes a fine of not more than $1,000 for violations of mail distribution restrictions for hearing aids.
