Prohibits physicians from knowingly performing or inducing an abortion by decapitation of a fetus, defined as separating the skull from the spine or collapsing the skull of a fetus.

Violation constitutes "abortion by decapitation," a felony of the fifth degree; elevates to a felony of the fourth degree if the procedure causes splintered or fragmented skull resulting in perforation, laceration, or serious physical harm to the pregnant woman.

Exempts suction curettage, suction aspiration, dilation and evacuation procedures, and completion of delivery with umbilical cord severance from the prohibition.

Exempts procedures that a physician reasonably judges necessary to prevent the death of the pregnant woman, provided the physician takes every medically reasonable step to preserve the life and health of the fetus.

Amends the statute of limitations in section 2305.11 to provide a one-year window for civil actions related to unlawful abortion procedures, including those involving partial birth procedures.
