Creates a new special license plate for individuals with mobility disabilities who are also veterans of the U.S. armed forces, available upon application to the registrar of motor vehicles.

License plates issued under this provision must be identical to existing disability plates but include the word "VETERAN" and remain distinctive from other veteran license plates under section 4503.41.

Applicants must submit written evidence of military service as required by the registrar and meet existing disability criteria (inability to walk 200 feet without rest, need for assistive devices, lung disease, oxygen use, cardiac conditions, arthritis/neurological conditions, or blindness).

Applications must be accompanied by a health care provider's signed statement certifying the applicant meets disability criteria, consistent with existing procedures for standard disability license plates.

License plates are issued upon payment of regular license fees and motor vehicle taxes, plus a service fee specified in section 4503.10 of the Revised Code.
