Department of Administrative Services shall develop and operate four data centers, one in each geographic quadrant of Ohio, to provide shared state and local government information technology services.

Department determines types of data stored, equipment specifications, and shall offer data center services to local governments in each region with rates established through administrative rules.

Treasurer of State authorized to issue up to $20 million in securities (bonds, notes, or other obligations) to fund data center development and operation, secured by fees charged to local governments.

Securities are special obligations not backed by state's full faith and credit; holders have no right to tax revenue; each security must bear a statement to this effect.

Creates Electronic Data Storage Fund in state treasury to receive security proceeds; appropriates $20 million from fund for equipment ($5 million per quadrant) for fiscal years 2013-2014.
