Expands free hunting, fishing, and trapping license eligibility to all Ohio residents who received an honorable discharge from the armed forces, removing prior requirements for service-connected disability ratings or VA pension compensation.

Eliminates the requirement that veterans hold special veteran license plates issued by the registrar of motor vehicles to qualify for free licenses.

Allows eligible veterans to receive free fishing licenses, hunting licenses, fur taker permits, deer or wild turkey permits, and wetlands habitat stamps on an annual, multi-year, or lifetime basis as determined by the division of wildlife chief.

Maintains existing provisions allowing active duty military personnel stationed in Ohio to hunt, fish, and trap without licenses while on leave or furlough, provided they carry military identification.

Preserves free license provisions for seniors (born on or before December 31, 1937), residents of state institutions, and mobility-impaired or blind persons.
