• Authorizes Ohio to issue enhanced driver's licenses, enhanced commercial driver's licenses, and enhanced identification cards approved by the U.S. Department of Homeland Security for entry at authorized land and sea ports of entry.

• Requires the director of public safety to enter into a memorandum of understanding with the Department of Homeland Security (or designated federal agency) to establish issuance procedures and may enter into agreements with Mexico, Canada, or Canadian provinces for border-crossing initiatives.

• Establishes eligibility requirements including proof of identity and citizenship, biometric identifier submission, acknowledgment of security features, and payment of a $22 additional fee beyond standard license or identification card fees.

• Mandates the registrar adopt rules establishing acceptable proof of identity and citizenship, security measures to prevent counterfeiting, and may require biometric matching systems and radio frequency identification technology or other secure technology approved by DHS.

• Provides that enhanced licenses and identification cards may be used in the same manner as regular licenses and identification cards while additionally serving as approved documents for U.S. border entry at authorized ports.
