Requires insurance agents to complete superintendent-approved training before selling insurance through a health benefit exchange effective January 1, 2014, with continuing education requirements thereafter.

Training courses must cover exchange coverage levels, individual and employer eligibility requirements, Medicaid eligibility, enrollment forms, and other topics required by the superintendent.

Establishes "Navigator" certification program for non-licensed individuals to conduct public education, distribute information about qualified health plans and tax credits, and facilitate enrollment without recommending specific plans.

Navigators must be at least 18 years old, pass criminal background checks, complete training on HIPAA compliance, ethics, and Affordable Care Act provisions, and disclose conflicts of interest; cannot receive compensation from insurers offering plans through exchanges.

Requires health benefit exchanges to maintain lists of certified insurance agents and navigators, provide contact information to consumers upon request, and include agent/navigator information on exchange websites and outreach materials.
