Amends section 3711.12 of the Revised Code to require the Director of Health to adopt rules governing maternity units, newborn care nurseries, and maternity homes.

Rules pertaining to transfers of pregnant women, mothers, or newborns to other facilities must permit attending physicians acting in good faith to make transfer decisions they consider best for the patient's health condition.

Transfer rules must grant persons with authority to consent to the transfer (including pregnant women, mothers, or guardians) the right to refuse transfer after receiving information about the risks and benefits.

When adopting rules, the Director shall consider recommendations from the American College of Obstetricians and Gynecologists, American Academy of Pediatrics, American Academy of Family Physicians, American Society of Anesthesiologists, American College of Nurse-Midwives, CDC, and nursing professional associations.

Director shall also consider recommendations from the maternity and newborn advisory council established under section 3711.20 of the Revised Code.
