Establishes the Veterans Home Task Force to review U.S. Department of Veterans Affairs recommendations regarding establishment of two additional veterans homes in Ohio.

Task force shall prepare and deliver findings and recommendations to the General Assembly and Governor no later than December 31, 2013, then cease to exist.

Task force consists of 18 members: three county veterans service commission members (appointed by Governor), three county commissioners (appointed by Speaker), three Medicaid experts (appointed by Senate President), three veterans (appointed by Governor), two state senators, and two state representatives.

Members must be appointed within 30 days of the bill's effective date, and the task force must convene within 60 days with at least nine members required to take action.

Members receive no compensation for service but are entitled to reimbursement of actual and necessary expenses; vacancies filled through the same appointment process as original appointments.
