Eliminates fees previously collected by the Public Utilities Commission under section 4905.801 for transporting high-level radioactive waste, spent nuclear fuel, and other controlled radioactive materials.

Renumbers section 4905.802 to 4905.801 and repurposes the radioactive waste transportation fund to be funded by civil penalties rather than fees from shippers.

Establishes civil penalties for violations of notification requirements: $25,000 for motor carriers and $45,000 for the first rail cask plus $30,000 for each additional rail cask in the same shipment.

Directs penalty revenue into the radioactive waste transportation fund for state and local expenses including inspections, security, emergency response, training, and equipment related to radioactive material shipments.

Requires carriers and shippers to notify the emergency management agency at least four days before transporting controlled quantities of radioactive materials within, into, or through the state.
