Amends Ohio Revised Code section 5910.01 to expand the definition of "veteran" eligible for the War Orphans Scholarship program to include service members who served in Grenada between October 25, 1983, and December 12, 1983.

Changes the definition of "veteran" from "either" to "any" of the listed categories to clarify that multiple service categories are included.

Maintains existing requirements for stepchildren to qualify, including the veteran parent's marriage to the child's natural or adoptive parent and at least ten consecutive years of residence and financial support.

Preserves all existing veteran service periods (World War I, World War II, Korean War, Vietnam War, Gulf War, Operation Enduring Freedom, Operation Iraqi Freedom) while adding the Grenada intervention period.

Repeals the existing section 5910.01 and replaces it with the amended version incorporating the Grenada service eligibility.
