Prohibits minors from knowingly sending, posting, exchanging, or sharing photographs, videos, or other material showing themselves or another minor in a state of nudity via telecommunications devices, with exceptions for criminal investigations, civil actions, or other proper purposes.

Defines "state of nudity" as nudity involving a lewd exhibition or graphic focus on the genitals.

Limits the adult offense of "illegal use of a minor in a nudity-oriented material or performance" to persons 18 years of age or older.

Prohibits minors from photographing, creating, directing, producing, or transferring material showing themselves or other minors (except their own children or wards) in a state of nudity by means other than telecommunications devices, with exceptions for proper purposes and parental consent.

Establishes penalties for minor violations: sending nude images of self is an unruly child offense; sending images of other minors is a delinquent act (misdemeanor of third degree first offense, first degree thereafter); creating/possessing such material of self is unruly child offense; creating/possessing such material of others is a delinquent act (misdemeanor of third degree for self-images, first degree for others' images).
