Exempts motor vehicles operated by private motor carriers in intrastate commerce from federal regulations adopted by the Public Utilities Commission of Ohio, provided they meet four conditions: gross weight does not exceed 26,001 pounds, not designed to transport 16 or more people, do not transport hazardous materials requiring placards, and operate within Ohio only.

Provides partial exemption for vehicles meeting the first four conditions but transporting hazardous materials not requiring placards under 49 C.F.R. 172, subpart F, exempting them from all federal regulations except hazardous materials regulations.

Defines "gross weight" as gross vehicle weight, gross vehicle weight rating, gross combination weight, or gross combination weight rating.

Applies exemptions to any person or entity that owns, operates, or takes other action in connection with qualifying motor vehicles.

Limits applicability of specific federal hazardous materials regulations to 49 C.F.R. 107 (subparts F and G only), 171-173, 177-178, and 180.
